Advancing Workforce Readiness Through Strategic Human Capital Planning and Training Development

As the prime contractor, OBAN Corporation supported the Administration for Community Living (ACL) at the U.S. Department of Health and Human Services (HHS) in building a future-ready workforce through comprehensive human capital strategy, workforce development, and training program design.

OBAN conducted a full assessment of ACL’s workforce competencies, roles, responsibilities, and training structures, leading to updated position descriptions aligned with long-term resource planning and mission support. Our work supported federal compliance standards and helped ACL pass external audits from DOC and OPM, demonstrating the strength of our internal quality control procedures.

Key support areas included strategic workforce planning, succession planning, training needs analysis, competency development, executive coaching, and team building. OBAN developed a structured Management Development Program for supervisors and managers, which included branded training content, communications plans, competency assessments, and instructor-led courses. We also created a parallel staff development program tailored to agency-wide employee training needs, complete with evaluation tools to ensure effectiveness and consistency.

By aligning human capital strategy with ACL’s mission, OBAN helped the agency build internal capacity, improve management practices, and foster a culture of continuous learning across all organizational levels.
