
Shared Service Center Development – Department of the Army, Washington Headquarters Services (WHS)
Driving Business Transformation and Operational Efficiency Across Army Functions
As the prime contractor, OBAN Corporation led the development of a Shared Service Center (SSC) in support of the Department of the Army’s Human Resources Division under Washington Headquarters Services (WHS). This initiative focused on transforming Human Resources and Personnel Security operations, with planned expansion into Financial Management, Acquisition, and additional mission-support areas.
OBAN collaborated with agency reform leaders to design and implement a comprehensive business transformation strategy, with a focus on self-service capabilities, process improvement, and workforce efficiency. Our team conducted organizational readiness assessments, led stakeholder engagement, and developed a performance-driven implementation roadmap complete with milestones and success metrics.
Through senior-level program management support, OBAN provided risk mitigation, quality assurance, and continuous progress tracking—coordinating activities across teams and delivering key deliverables, including project plans, status briefings, and performance reviews.
Additionally, we supported workforce analysis and planning by contributing to the design of WHS’s Workforce Supply and Demand models, conducting organizational structure assessments, and recommending realignment strategies for greater efficiency. OBAN also led business process reengineering efforts, including the development of workflow maps, SOPs, and gap analyses to ensure process improvements were aligned with industry best practices and government standards.
This engagement positioned WHS to consolidate key business functions, enhance service delivery, and improve decision-making across departments.
